If you want tanky offlaners, here are a few possible options..

Centaur Warrunner - Pretty damn tanky, great initiator with Hoof Stomp + Double Edge, has a build in steroid for the entire team in his ultimate, Stampede

Tidehunter - Again, tanky because of Kraken Shell, great initiation ability once you get Blink Dagger + Ravage, Anchor Smash can be used to clear stacked camps to catch up on farm that you won't get on the offlane

Axe - Tanky early-mid game hero with Berserker's Call granting huge armor, can initiate with Blink Dagger + Berserker's Call and finish off with Culling Blade.

Clockwerk - Great offlaner since he can't be killed easily, thanks to Power Cogs. You can cog-block (no pun intended) creeps to adjust lane equilibrium. He is also an initiator with Hookshot + Power Cogs. Early game, he has kill potential with Power Cogs + Battery Assault.

Bristleback - Pretty much unkillable in the offlane, if you know what you are doing, and your enemies aren't very coordinated. Bristleback is a great tanking ability, and Quill Spray can get you last hits. He is not exactly an initiator, but if your team doesn't have an initiator, you can use Viscous Nasal Goo to initiate.

Dark Seer - Surprising no one mentioned this hero. He is a great offlaner. With Ion Shell, you don't need to put yourself in danger in order to get farm. Ion Shell a couple of creeps, and stay back and get farm while simultaneously harassing enemy heroes. Surge provides an escape mechanism which is reliable except against high lockdown supports like Shadow Shaman. Also, Dark Seer has high armor, and is a natural Mekansm carrier, so you are surprisingly tanky for an intelligence hero. He can also initiator once he gets a Blink Dagger with Vacuum + Wall of Replica.

Doom Bringer - Another tanky hero that is getting more popular in the offlane. Devour is an excellent farming skill that lets you catch up on farm (it is essentially a Hand of Midas with a great bonus of being able to get the skill of the devoured creep). Early on, you would want to Devour a regen creep (dark troll warlord) or the armor creep (wildkin or ogre for ice armor). Once mid game hits, Devour an Alpha Wolf for the Packleader's Aura (30% damage bonus) + Critical Strike (20% chance to do 200% damage). Doom Bringer is also a good initiator if you grab a Blink Dagger with Blink + Doom. Also, his armor is terrible early on, so you would build a Mekansm if no one is building it, or go for Assault Cuirass or Shiva's Guard or both depending on the game.

Timbersaw - This guy is a decent offlaner, but requires some skill to use. Reactive Armor and Timber Chain are great survivability skills. He can be a great burst damage hero in the mid game, but again, he requires some skill with Timber Chain and Chakram and even landing a good Whirling Death.

Apart from these, you can also go for Weaver or Faceless Void in the offlane, but these are less conventional heroes. However, they can definitely work in the offlane, since they have at least one escape mechanism, and are generally pretty hard to bring down.

Don't forget Phoenix. Not the best initiator, but with some items it becomes possible.

Beastmaster could also be a viable offlaner with his Wild Axes to pick up some last hits and scare the enemy laners out of experience range. He is also a bit tanky with the correct items.
