Yeah there can be an issue with "beating" Pudge in lane, and him soaking XP and ganking the rest of your team senseless.

Obviously you want to dodge hooks, but in case you don't, any kind of stun is useful, as it will give you time to get out of Rot range and make you hard to kill - obv escapes like Blink are even better. This lasts until level 6, where theoretically he can kill you with Dismember.

As noted, a big manfight hero is usually even better - my personal favourite is Huskar, he has a horribly bad time against Burning Spear and there should be no way he can kill you without hooking you to his tower and Dismembering you. Just don't Life Break him unless you're already hooked.

Silencer is also very unpleasant for him, but you can be killed if he hooks successfully. Dragon Knight is a very safe choice, and Clockwerk can be difficult for him ( Battery Assault will instantly cancel Dismember, and combined with Rot will do much more damage to him than you).

The biggest thing to look out for with Pudge is runes - haste and invisibility especially can be nasty, and also supports coming in to set you up with a stun. Always try to keep creeps between you and him, or the likely direction he's trying to hook from. Obviously a mid ward can be very useful.

Lifestealer and Huskar are tank killers and are very good. I favor Lifestealer because of his magic immunity ( Rage). Cant hook or dismember if you have magic immunity. Bristleback (hero) is possible because his combo doesn't do nearly as much damage with Bristleback (skill). Good reaction time can save you, if you manage to run away before he can use ult on you after hook.

i believe chaos knight is best counter to pudge..he has ranged stun to save his team mates..plus with phantasm up..even if he hooks you..you just need fast reaction...phantasm before pudge ulti= hunter becomes the hunted...hehe..i normally pick ck against pudge when my team is foolsih enough to not pick stunners...

Sorry for wall of text.

To start out, you need to get a near excellent creep block to put his creeps on your high ground, and controlling the waves to make them stay within a 20yrd radius. This allows you to use the creep wave as a sort of shield from Pudge, he will not be able to effectively hit you with Rot, or Meat Hook you. Manipulating the creep waves against Pudge is extremely effective.
Most of the troubles begin when Pudge hits level 9, he now has his maxed ranged hook, dismember and level 3-4 Rot.This is where a lot of low tier players will say "There's nothing I can do, I can't even see him throwing the hook." Well unfortunately thats a sad excuse for poor mechanics, you are able to make Pudge absolutely useless by abusing creep waves, and controlled units such as treants. Standing nearly inside the creep, or directly side by side will allow the hook to never hit you. (If you are over 10-15 units away from the creep, and a hook is thrown it will hit you if thrown properly but I would only practice it as good habit as most low tier pudges don't know his advanced mechanics.) Even if Pudge is not in your lane, as soon as he goes missing you should begin using this mechanic to preemptively 'dodge the hook'.
If you're not allowing the enemy Pudge to gank you through long ball hooks, he has one other choice of messing up your laning phase. The blink dagger/force staff dismember + rot followed up by a hook as you run away. If you're going head to head with him in mid, you should've prevented him from farming, if not then be prepared to have to react fast. When the pudge blinks or force staffs in, (hopefully you have a quick cast disable),you should immediately attempt to cast your disable and get behind a creep. In perfect execution, he casts dismember, gets interrupted by you (if cast on ally) or by an ally (if cast on you) then you skate away home free. In certain instances, you're able to cast your disable and he is able to cast Dismember (due to flight time) before getting disabled, only to be interrupted so you are able to escape but of course not all heroes have such a long flight time disable.
Warding is also very key to kicking Pudge while he's down in the laning phase.
If Pudge is...
On Radiant, warding the stairs coming down FROM the ancients to the 2nd set of stairs towards the rune will give a huge radius of vision allowing some free movement on your part. Warding the other side of the river, closest to the bottom rune on his high ground will prevent him from roaming unannounced, or getting surprise hooks on you.
On Dire, Warding the high ground stairs coming from the jungle, above his mid lane high ground, basically destroys his only secure position to toss hooks from and watches the rune/their jungle. Another ward closer to the dire ancients/Rosh will give vision of him hiding in the trees near mid T1 or rotating on bot for a gank.
Overall, laning against a Pudge requires a bit of lane manipulation, warding, and prediction. Keeping track of his movements makes it a lot easier for you and your team to predict where and when he will be ganking, which can shut down a Pudge completely as he typically isn't allowed to farm his lane.

- Weaver works as a great counter to Pudge. Get hooked, you can Shukuchi or Time Lapse away.

- Dragon Knight can use Dragon Tail to stun and run from him.

- Outworld Devourer destroyes Pudge's mana pool which he desperately needs to cast Meat Hook.

- Silencer is also another worthy counter. Same as OD he can destroy Pudge's mana pool which will make him next to useless as a ganker.

- Lifestealer destroys tank heroes, and can also survive Meat Hook, Rot, and Dismember.

Personal preference; Nyx Assassin
You can Spiked Carapace when hooked to stop dismember then follow up with Impale to walk away. Generally he will sit there rotting himself for around 3.5 seconds.
Mana Burn is good for destroying his Meat Hook + Dismember combo.
Your new diet for heroes; You will need 4 wards (cuz wards taste better), 1 set of tangoes, 1 mango, 1 cheese.
With this you can make a nice Tango Mango Cheese platter. You can wash this all down with a nice bottle of water, Can be flavoured with red, green, yellow, blue, purple AND GOLD!
Caution: Taking roshan 3 times is required.

A very good hero that counters Pudge in lane is Ursa! His Fury Swipes is very effective, just hit him every time Pudge comes for a last hit and the damage stacks up :) Also it is easy to last hit as Ursa against Pudge!!

If you want more detail on this check out my youtube video :)

Really surprised here, I thought at least one person would say Necrophos. He is my go-to tank killer. He has great heal and nuke, his Heartstopper Aura keeps constant pressure on his HP throughout the game, his Sadist keeps his HP up in lane, and above all : Reaper's Scythe. It removes HP based on HP missing. So if you rush Agh's, at level three this is what you can do:

1.2 HP removed for every HP missing. This is magic damage so it will be reduced.

Say he has 4000 HP (Super Fed Pudge)

He's at Half HP. That means it will do 2400 damage. 2400 - 25% = 1800. It will get him down to 200. So if you use it on him when he is slightly below half, it will kill him and keep him out of the game for 30 seconds. If he has Hood of Defiance, you'll have ti use it on him at about 1/3 HP. Anyway, you can kill him based on percentages, not total HP. That means you can easily kill him at every stage of the game.

^ Necrophos is definitely good against him, but he's not a hard counter.

Because in early game, he's very squishy and he dies from Pudge's combo easily.
And in late game, you have better things to do than to waste Reaper's Scythe on a Pudge, you need to save it to delete the enemy carry or Enigma or any important hero at that stage of the game.

Like if you play Necro mid against Pudge, you risk getting killed, it's not such a good matchup.

Seriously just play a hard carry mid that he can't kill. Get freefarm on your mid Morphling/ Tiny/ Sven/ Faceless Void/ Weaver/ Phantom Lancer/ Chaos Knight/whatever and GG.
