If we are talking about Alchemist support, I would say he could be a decent situational #4.

Unstable Concoction is a great follow-up stun, you can't deny that. Let's say, that you have a Core Sven in your line-up. You are going to gank the enemy team. They gather up, you are starting the channeling of your stun, Sven comes in with Storm Hammer, you stun them, put on Acid Spray and see them dying.

My point is - he is a very good snowballing hero, or a hero that is able to make snowballing carries... well, snowball. Versus lineups without a nuke like Finger of Death, he is also very hard to kill from level 6 onwards, till the late game. In a teamfight he can use Unstable Concoction like 2 times, provided your team can catch some of them. Minus armor during early and mid game due to Acid Spray is a huge thing, because it will nullify most of their cores armor, and supports will end up with even minus armor. Snowballing carries will love that.

You really wanna talk about the worst hero in 6.83? Enchantress.

Invoker is really bad because of the lags around the Year Beast Event. You can't time anything properly. :c

Well Alch support is nice and all, but Vengeful Spirit and Naga Siren also have a stun and an armor reduction skill. And Venge and Naga are not useless past 20 minutes.
After the nerf, Unstable Concoction is not a good enough skill to play a walking stun support Alch, who is pretty much an underpowered Venge.

Want to be a walking 4 second stun? Morphling or Naga Siren are there for you.

Enchantress...still haven't made up my mind about her yet. Only time I played her recently was in the inhouse, and I couldn't do ****, but my safe lane was feeding so hard before I could even gank it (because of a useless Witch Doctor who wasn't from dotafire) so it doesn't really count xD
If you have decent players in your team though I think the ganks on your safe lane and mid can still be very valuable. I honestly think a well-played Ench is better than a trilane for your safe lane carry.

^ this.

Also, a 6 slotted alchemist is completely wrecked by a 3-4 slotted conventional carry.

Enchantress isn't awful, she just needs something to make her comparable to Chen, or at least worth using over a Chen. Since Chen has gotten a lot of buffs, and just adds... well more to a team.

Like before Holy Persuasion got buffed in how many creeps it could take, Enchantress was much better at being aggresive, and at early rotations, because she would get 2 creeps more early (From level 1). But now Chen gets 2 creeps from level 3... Who become more tanky and thus are probably better at diving.

Chen is also a better pusher due to the mass heals he gives, and probably scales better into the game thanks to his Ag's, the change to Granite Golemns, and Test of Faith making his army more mobile (And thus he can split push).

And Enchantress, whilst she will deal more dps than a Chen, just doesn't bring as much to the table.

I'd agree that Alchemist is definately up there as worst hero. Chaos Knight is pretty bad as well (Just because of the cooldown on Phantasm meaning he has long periods of time when he does almost nothing)

Since you just can't have enough Chaos Breaker.

I'm not so Chaos Knight is one of the worst heroes, I'd say he's more of a"tweener." His damage scales well and he scales well enough with items to be a hard carry but his skill set suggests he'd be more of a semi-carry/ganker. Last hitting is also an issue as it causes him to farm slower and is the reason why a position 1 ck doesn't make too much sense. Frankly I'd feel as though he's better off getting a Soul Ring and drums so that way he can just roam the map for ganks and snowball from there. So CK isn't so much a "weak" hero in my book, he's just a hero who requires snowballing... a bit more than other heroes do.

Chaos Knight is bad in competitive but he's a really good pub hero just like any snowballing hero that scales well into late game.
You're supposed to roam for kills with that guy not AFK farm.
What makes him specific is that fact that he's a hard carry who can't farm. He can only snowball with kills. But since you're playing a pub that's fine xD

Seriously, just look at that changelog for Alchemist :

6.80

Reduced night vision from 1400 to 800.
Unstable Concoction :
Reduced maximum brew duration from 7 to 5.5. Max power is still reached after 5 seconds.
No longer continues to get stronger while it is in the air.

6.79

Chemical Rage
No longer provides 250/500/750 bonus health.
Increased health regen from 15/30/60 to 50/75/100.

6.78c

Reduced Chemical Rage health bonus from 300/600/900 to 250/500/750.

Remember when he had a good stun and his ult gave him 900 bonus HP? xD
I mean seriously Volvo, you don't nerf a hero that hard without making him complete junk ^^
