As time passes, Neptune's energy runs out. The only one who will be able to sustain the powers will be the creator, the Enigma. Undie was sent to Enigma's Lair, searching for his presence, but it was vacant. So Undie began traveling and wandering around the universe.
He started at Uranus, where he merely sees a vast ocean of ice. He would indeed like to stay there, but he reminded himself his quest and continued. He landed on Saturn's ring, hoping to see Enigma, but instead, he caught Io the Wisp. However, they couldn't communicate back then so he just followed Io. Eventually he went to a planet where he didn't know of. While he is still searching for Enigma, he descended to the battle field, hoping they'll meet.

Undie fires a projectile that burns and damages
a target, they get haste when they are burned,
after the burn, they will be stunned.
Damage: 85/125/160/250
Burn Per Second: 5/15/20/25
Burn and Haste Duration: 3/4/7/9
Stun Duration: 1/2/3/3.5
Cooldown: 33
Manacost: 50/100/150/200
Even if his specialty is Ice, Undie can suprise you with other elements.
W: Neptune Beam
Undie calls his homeplanet to help him.
Shooting a beam anywhere on the map.
The beam deals no damage, but slows enemies.

Manacost: 200
Slow Attack and Movement: 20%/25%/30%/35%
Duration: 3/4/4.5/5.5
Neptune is not just made of Gas.
E: Nepteous Dive
Undie burrows down into the mud, regenerating
health quickly. When he comes up, enemies are
freezed in the AOE.
Freeze duration: 2/3/4/5
Dive Duration: 3/4/6/7.5
HP Regeneration Bonus: 15/20/30/50
Cooldown: 30/25/19/12
Manacost: 100/150/200/250
Stick to him? You frozen, 'let it go, let it go'
R: Ice Age
Undie freezes the area around him
as he moves. It also freezes all ally and
enemy creeps, making the creeps invulnerable.
Undie gets unobstructed vision
and movement for the freezed area.
Undie gets swifter movement speed and all enemy heroes are
slowed on cast.

Slow: 12%/24%/36%

Ice Age Duration: 10/15/20
Bonus Movement speed for Undie: 12%/24%/36%

Aghanim's Scepter:
Physical Damage dealt to enemy heroes will increase.

Can you explain in a bit more detail Neptune Beam, does it have a delay, similar to sunstrike? This skill already to me seems extremely overpowered, first off, the radius is huge, it's larger than Crystal Nova. Second, the damage is huge and considering this is on a global cast range, with the huge damage radius to boot you can literally kill any escaping enemy easily. It would just be way too easy to hit someone with it. I'd recommend reducing the radius, it's just too big in my opinion.

Q : Haste/burn duration is too long, it actually helps your target escape, decrease both burn/haste duration and stun duration will works a lot better.
W : Pure damage? No delay casting time? 600 pure damage at lv7? Sorry but this is too OP.
E : At max level this skill allows his hero to dive half across the map, using this skill will causes this hero being dived too far away from the teamfight and 5 seconds AoE stun is too OP.
R : So it's an active Degen Aura with a very huge AoE. I don't know how to rate this but making this skill similar as follow may be a lot better.

W: I changed the damage to slow, and the cast time will be instant.

And I think I like that slow but wouldn't it be too OP because the enemy will be easily killed in the 10 seconds duration? No, it's totally different, for the first 5 seconds it's like skadi slow, and 5 seconds is totally enough for them to position themselves, next 3 seconds it's like purge, which means enemy heroes still can stun/disarm/etc, and enemy team can wait for it and stun Undie when it's about to reach the 2 seconds stun, so Undie cannot take the advantage of the 2 seconds stun.
Shattering effect is optional of course but it can be cool if you can shatter enemy into pieces of ice. And it's a scepter upgrade effect! you have to spend 4200 golds in order to gain the shatter effect. If an enemy hero has 2000 hp, he will die once his hp is below 320, which is quite small comparing to other nukes (think that axe can get rampage if all enemy heroes have hp below 650).
