Silencer and Viper?

I mean seriously, besides Dark Seer, all the other guys in this list are a breeze to lane against.

Luckily enough they aren't viable as offlaners xD

ok im about to throw some logic down here.

BEST HARARR***SERRRR

1. Hero requires a skill that either forces their opponent from xp range or causes serious damage/mana burn.
2. hero requires the ability to continuously use that skill with little to no mana cost or retain a large enough mana pool to harass constantly.
3. hero requires the ability to safely harass. its no good if you can harass but have to put your self in danger to do so.

Silencer
tier 1.
Curse of the Silent
- high DoT plus mana burn.
- long cast range.
- AoE (multiple heroes)
- forces use of skills to stop / costing more mana.
- low costing can be used multiple times.
- mana burn means ... no skills to hurt you since NOH MANAHHHHH

If you have read the balling guides back in dota 1, i quote"real men dont harass, they just ball outta control".

The concept of harassment will n9t be complete unless we establish some assumptions. These are namely

The enemy carry doesn't have a proper support which can provide lane sustai
Or counter harassment

Itherwise we need to assume a scenario of a lane where both parties can harass.

This becomes too subjective and then you have to ask, what is a good harasser?
A. He annoys the hell outta them but they can still hold the lane because of lane supports.
B. He denies enemy gold by pushing the creepwave towards their tower.
THe the enemy gets exp

C. He backdoors the **** out or threatens to and makes the lane unplayable unless 3 heroes are trying to control him.

D. He offers kill potential in any case if the lane is pushed to offlane tower.

E. He remains relevant whole game while disrupting enemy economy and enemy carries' lane sustain.

In my opinion
Points E D & B make the best harasser. So in case a hero has 2 of them, he qualifies as a harasser in my book.
(axe is not a harasser people)

Also, every hero can be countered. So there is no one best harasser.
Check out their tentative safelane pick offlaners accordingly. Check out their offlane and puck your lane support aggressive or defensive accordingly.

EDIT i wrote this from an off lane perspective. I will post from safe lane perspective in a later post.

If we are purely talking laneing stage then i vote KotL.
If i see a KotL in lane my reaction is "Damn, we are going to have a horrible 10 minutes, but after that we win." I do not rate KotL. Laning he is very good, defending high ground he is good at as well, but i would never pick a hero because they are good at defending high ground. If you get KotL and you have a farm dependent hero, go aggro tri-lane. fixt.

Ogre Magi is a real pain, he was my next vote. Get a couple level's in Ignite and an Orb of Venom and he is a nightmare to deal with.

Jakiro is probably one of the better harrassers in the game atm. Liquid fire costs nothing and can eat through consumables like nobodies business.

Skywrath Mage and Jakiro, as supports, are on top of the list because - unlike Silencer - they can spam their skills. I don't mind facing a KotL or Dark Seer because even though they harass a lot they push the wave under my tower, so I actually benefit from it.

Huskars ability is too much of a two edged sword to reliably harass. It's like having Centaur use Double Edge to harass, yet spread over a longer duration.
