Dagon is 100% situational, but the three heroes that, off the top of my head, it's legitimately good on are Tinker, Nyx, and Furion.

Late game, it can really, really be a waste of money in some situations though, and it's not core on anyone.

yeah, those 3 are the only ones.
furion and tinker being able to go back and forth the well faster than others and nyx for mana and additional burst.

The only hero I play that Dagon seems suitable on is Nature's Prophet.

When the team pick up 3 or more squishy targets, it's difficult to pass it up as it just makes the ganking process go so much more smoothly for a hero that possesses little to no burst.

That said, I still prefer to play Farmer Prophet the majority of the time and make my Hand of Midas.

Nyx assassin only needs it if there are no squishy opponents for him to smash on! Although everyone enjoys using Nature's Prophet with dagon - teleport in front of them as they run back to fountain - splat!
