Also, when you decide to start with a wraith band, you`re paying for an ironwood branch and +3 damage. I would much rather pick up an additonal 3 ironwoods.

I don't think you need to skip shrapnel by getting it dead last(even after stats). Lothars is not always as needed, getting 2-3 wraiths and boots can help pick up your farm into getting stronger/better items.

Lothar's Edge is 3300g. That means that even if you have perfect farm (Hit every single creep in your lane), you're looking to have your item by 9 mins or so. Realistically, you would be able to rush it by 12-14 minutes. Furthermore, Sniper's MS is 290, which is slow. So in this situation, where you've 'rushed' lothars, instead of having a constant 345 movespeed (Sniper with boots) that costs 500g, you've elected to have a castable 348 movespeed (Sniper with lothars) that costs 3300g, only lasts 9 seconds, has an 18s cooldown and costs 75 mana. Enjoy being ganked and enjoy losing every rune.

Let me put it this way: most heroes need boots. For 500g, you can have +55 movespeed. Every hero that is lacking a mobility skill really needs to grab boots as a first or second item. The only exceptions that I would say are certain carries that build vangaurd and then boots in certain situations like Spectre, and heroes that already have a great mobility skill like Furion or Antimage. However, sniper is not one of those heroes. Sniper needs to remedy his poor movement speed as soon as he possibly can and waiting on 3300g rather than 500g is ******ed.
