Since 
Ursa has been updated and I was working on his guide before I thought I would work on this one primitively because I want to make sure you know a good build to build around for your games with him. Now, let's get crackin'.
Now that Fury Swipes is no longer an orb effect it means that you can get a different item such as Helm of the Dominator which can later build into a Satanic. You still get Phase Boots and Blink Dagger on Ursa though. I like to get a Skull Basher on Ursa because you can then build it into an Abyssal Blade which is a nice item for your ulti because it gives you strength which in turn gives you HP. Also with all your attack speed the chances of you not getting bashes are very unlikely.
The reason you get Fury Swipes and Overpower before Earthshock is because you will generally be jumping in with Phase Boots so there is no point because you are just wasting your mana which Ursa has very little of. If you need to grab an early level of Earthshock because the enemy is faster than you feel free, remember this build is just a guideline not an 'ONLY BUILD THAT YOU CAN EVER DO!!!!' kind of thing.
