I agree on that in some certain degree, it depends on who you are up against. If the enemy hero is dependant on his mana to get away, e.g Morph. Mana Leak would be a good thing. But if you are going to gank E.g sniper, illuminate would be better.

Say you are to gank top lane, 500 damage early against 2 people is better than leaking/stunning one of them. This requires the heroes in that lane to have atleast some slow or stun ;)

EDIT: "Not first of all" Mana Leak is very good aswell, depends. As I said you can do what ever you want with this hero, you can combine them as well.
