No.I never max out test of faith before penitence.Penitence so much better at ganking with a creep or 2 and you don't need to gnab kills from ganks or much worse take away kills from your carries.
Here we go again, first of all. You don't have it for taking kills. You throw it asap.
Second. Don't take this the wrong way but I don't care how you gank with Chen, This is my little tip for people who doesn't know how to play Chen at all. If you have a playstyle with Chen that works for YOU, that's great. :)
When you're ganking early game you wont be needing more then one creep.

As I saying. Test of faith is going to kill everything aslong as the random factor is on your side. Get a stun, slow or root from the jungle and gank away.
