Eul's scepter of balance does pretty much the same thing though.
It has no charge limit, it cancels TP scrolls, and gives tons of free mana regen.
Strategy guide : Anti-pubstomper guide.
Hero guides : Spectre , Windranger and Clinkz

Maybe diffussal would would be viable if you had like a puck, drow, and silencer on your team. If you were to use it at all it would be very a situational item. It's definitely outclassed by Orchid and even has trouble measuring up to Eul's.

Basically any item except Black King Bar, Shiva's Guard or super-late rightclick like Monkey King Bar/ Daedalus that does not give manaregen is useless on Stor because without mana hecan do nothing, yet with mana almost everything.

The only way it would be better than a Eul's would be that the purge is faster. It's not a good item on Storm though. The slow isn't really needed because you already can't be kited, and it's awfully expensive to not provide any regen. I'd much rather have an Orchid or Bloodstone.

even if its just 2.7k gold...there are a lot better options for a mana intense hero like storm.
Eul's Scepter of Divinity, Orchid Malevolence, Shiva's Guard and even Rod of Atos come to mind
