You mean how if a Hero is picked for 1 game, earns the record for Kills, and therefore the record for average Kills? I'd imagine the Hero needs to be picked a certain number of times before it can qualify for the average.

It's sort of like the "Highest Crit", it's vague how the numbers are going to be calculated ._.

No, i mean the left page asked: hero the highest (insert stat here) in a single game.
The right page asked: the highest in all games combined or something like that. But im not sure if what they mean by this is either, highest total kills, or highest average kills per game.

I see what you mean...it appears to be total amount of Kills achieved with that Hero across all the qualifiers...I think...
