With every new hero release, these heroes have gotten new voice actors probably due to increased budget, like Techies is voiced by the talented Dee Baker, who voiced Perry the Platypus and Numbah 4. A lot of the other heroes were required to share voice actors, which is why several heroes, especially ones voiced by Sam Mowry, tend to sound similar.
This thread is simply asking:

"If Dota had an infinite voice budget, who would you want to voice act which characters?"
