I've seen people say 'dishes damage with tankiness' or something light that.

Which hero should I buy Mek on? Tanky heroes?

Viper is a snowballing lane-dominator that falls off later on. By buying mek, you can help your team through a tough early game, and as a lane-dominator, it's easy to acquire.

Mek should probably be got on either tanky heroes or heroes that are integral to teamfights/ganks ( Warlock or Dazzle, for instance)

The more damage he takes, the more damage he does with Corrosive Skin.

Some core heroes also buy mek because they can get it earlier than the supports.

It used to be a support item, but nowadays offlaners and mids build it more often. You usually want to buy one on Heroes that don't use their mana very often ( Viper, Outworld Devourer, even Huskar) or that have a lot of early game damage and can farm it in little time ( Bristleback, Enigma, Shadow Fiend, Razor...), so you can focus on pushing towers as soon as possible.

Some supports like Lich and Keeper of the Light still build one, but I'd rather have a Blink Dagger on Lion, Shadow Shaman, Bane and the likes.

It's not just the damage it dishes out, it's the annoying movement and attack slow that makes people regret hitting you afterwards. If everyone's hitting you, the DPS and mobility of the whole enemy team is reduced and all the damage is directed towards you, so you have to build tank to survive that damage and give your team the advantage. Viper is already sufficiently irritating enough to make enemies focus him, but buying mek will also make you more irritating (because it's a lot harder to kill your allies when you're around) and tanky, perfect for your role.
