Well, since you asked about it, here are my comments (do note that I do not attempt to force you, and am being as objective as I can)
  • First of all, let's talk about the overall build of this hero. The strength and agility is simply pitiful, and I assume that the primary attribute is intelligence, which is also mediocre at best. I know that it's because you have the kind of idea for this hero to be the "turtle" behind a his towers, and it seems okay if we just think about it. However, I really cannot find his role. Is he supposed to be a support? If so, he desperately needs level for a support. Is he supposed to be an offlaner? If so, he lacks any survivability and his main skill (turret) frankly pushes creeps too much. Also, the 1.5 BAT (which is 2 attacks every 3 seconds, A.K.A 0.67/second) is a bit higher than usual (which is 1.7), and I see no point in it. I'd suggest finding a role you want him to be and adjust accordingly, like reducing his level dependence as support or changing the skills if you want him to be an offlaner, and increasing his stats a bit would be for the best.
  • Now for the skills, let's start with the main skill: the range is ridiculously far (1600/1400, just say 1500 for average), which is as far as level 1 Assassinate. You might think that this means it's really strong at harassing, but in my opinion this is really, really bad, because it means that your turrets will keep on attacking even if it's really far away and will lead to your lane being pushed too much. A simple solution might be to add in a method to control the attacks (like targeting ground or holding attack until ordered again, similar to turning in/off aura). The health and armor is also very low, making this skill really inflexible (meaning that it can only be put in safe area) and can never be used for offensive purpose, thus making the whole hero monotone. I'd suggest to reduce the range and bounty, but increase the armor and health, as well as putting duration and scaling max amount (similar to Spin Web). I'm not going too deep into the damage, mana cost and cool down because it's going to be hard without actual testing.
  • Now to the Electro-Magnetic Grenade: I'll start by saying that I don't see the point of making the delay at all. Most of the time, delay is there to allow enemy to react, but frankly, 950 radius is ridiculous. Let's compare it to the most similar skill currently, Blood Rite, it has 600 radius with 3 seconds delay, and if done properly people still struggle to evade it. Not to mention that this skill is a stun, which make this skill practically a fifteen second cooldown Ravage without damage. I mean, at level 7 (if he takes 4 points of this skill) it is 2 seconds stun, which is the same as level 1 Ravage for 120 MP compared to 150/225/325 with 15 seconds cooldown compared to 150 seconds. I'd say this skill is just really, really OP as it is (because it also acts as free Dust of Appearance). I'd say that it might probably be better to reduce the radius A LOT (around 450 might be nice, mind you, Split Earth only stuns in 225 radius for cheaper cost) or increase the delay tremendously, or you can do a mix of both.
  • Repair is... very weak. I cannot really say more, but I'll just put in a placeholder for it. Living Armor can heal both allied units and towers for 195 health GLOBALLY (compared to your tower healing of 200), in addition to blocking lots of damage. I cannot say anything else except for you to remake this one skill, sorry. I'd suggest you change this skill into a more suitable skill for the role you see him (if support an AoE heal probably or if offlaner an escape mechanism, or something as sort)
  • The ultimate also doesn't seem like an ultimate, I suppose if you buff it quite a lot is fine. If I were you I'll probably move this skill to Repair slot (like synergy) that upgrades all his other skills, and make the skill replacement of Repair an ultimate skill (or you can even put Electro-Magnetic Grenade into ultimate skill). The ultimate and Repair are harder for me to talk about because both of the skills seem like they require some changes, and I cannot specify where you want your hero to be directed to.



    TL,DR: I like the idea of the hero (otherwise I won't make my first hero with this idea lol), but I think that the Turret has a lot of drawbacks and require some control mechanism (because of the involuntary lane-pushing capabilities), while the grenade is too strong as it is. I'd recommend if you find the direction your hero is supposed to be headed and change/adapt your skills accordingly.

    Anyway, I'm sorry if I'm not much of help (or even being an annoyance), and the advices I gave you mostly came from my first hero (which was very incomplete mind you). I know that making a hero based on tower-creating power is hard, so good luck on it :)

No, i don't play LoL
But i have heard of Heirmedinger from my friends that play LoL

But i do play TF2, which is were i got my idea (Engineer)
