Legit as hell. Often done in competitive actually. A lot of times the best way to babysit a carry is to dual lane him mid with a support (e.g Spectre).
Strategy guide : Anti-pubstomper guide.
Hero guides : Spectre , Windranger and Clinkz

Not often, I've seen it a couple of times as competitive pocket strats. It's kinda like an Aggro Tri-lane in that it only works out if you get a lot of kills from it. (Because you can't really pull or annything, so the supports have a harder time getting experience)

As for the matter of dual lanes - It can work. A lot of the time it's done with supports like Io and Lich, so heroes who give massive amounts of advantage to a friendly hero, or passively take things away from the opponent.

A lot of the time there aren't dual lane mids, because it does negatively impact the solo EXP that mid is so good for. But it should probably happen more often than it does.

Since you just can't have enough Chaos Breaker.

i guess an aggressive trilane focussed on getting towers might be a good way to put immense pressure on side-lane carries, thus disrupting the current "farming meta" by a large extent
