No, he is not overpowered. However, until today he has been the only hero who was disabled in captains mode every since medusa got put back in.

First of all, know that huskar mainly accelerates in 1v1 fights... he is not all nearly as strong as a hero like gyro in 5v5 group fights.

His primary advantage is his ability to attack in ghost form by orb walking. Because of his magic resistance while wounded this makes it extremely difficult to kill for those 4 seconds without pure damage, and while he is in ghost form he can take as many free hits against you as the player can click his hotkeys. There are more than several heroes who counter huskar.... timbersaw being a big one.

Huskar is no longer a problem with the orb walking nerf. He can no longer attack while under effect of being ethereal so it'll be a purely defensive item.

His armor has also been reworked: instead of 20 + 2.4 per level, it's now 15 + 1.4 per level if I'm right; now you can just throw a few disables on him when he gets low and your carry will kill him with no effort. Timbersaw and Elder Titan are good counters though, even Outworld Devourer to an extent.

In pub matches he's terribly OP, but Huskar is very easy to counter if you know anything about his skill set. A simple silence will completely deny him the ability to hurt himself for more power, and will deny him the ability to use his fire spears to do damage. This way, he will become more dependent on his teammate to protect him until he levels up.

A BKB will utterly shut him down, making it impossible for him to use his ultimate on you.
