Weaver is good against Goblak-style drafts with little to no stuns. Naturally, most of these drafts are early-game and teamfight focused, so as long as you don't die too much and splitpush effectively there really isn't a lot they can do unless they have heroes that don't care about you splitpushing and just melt your towers.

As for when to pick weaver, basically same rules apply as slark, when the enemy lacks major lockdown, so you can go ham.
