I think that wisp is a full support,But some of my friends think that he must be semi support.What do you think about that?

Wisp is a hard support/full support. He doesn't need items to do what he does : he doesn't need mobility, and healing items like arcanes, mek or urn are always nice on him but not required. You can play wisp with literally no items besides plain boots in an 1 hour game, and still be extremely relevant.

Semi-supports are heroes who work as supports but still need a minimum of farm to be effective. Shadow Shaman is a pretty good example of semi-support, because he generally wants Blink Dagger, Aghanim's Scepter, or even Black King Bar to be most effective. Other examples : Lina, Venomancer, Leshrac, Warlock... (all these heroes are viable as solo mids btw, showing that they do really well with farm)

So yeah the difference is : is your hero good with no farm at all? If yes, he's a hard support, if no, he's more of a semi-support.

Io needs essentially Bottle and Boots of Speed.

Those two items are all he really needs to do his job; He's actually a disgusting hero with farm because you get a more value of items (Both cheap and expensive) than other supports, but you only need those two items to function.

So he's technically a hard support whose happy to run in the 4 position, and who actually benefits from it a lot.

Since you just can't have enough Chaos Breaker.
