How does this hero concept fit into Dota 2?

This is a agility ganker hero I designed when I was like "This game needs more females. More pirates. More heroes named after weapons like Axe. Also, one that can flat out steal your gold." And then this hero got put together. All these icons are Warcraft III placeholders.

Dota 2 Model: Cheery female pirate type that walks on her feet, decidingly not human, as she has a blue tinge to her skin. Kurthifa has complex messy hair and a few dreadlocks consistent with a pirate. She dual wields cutlasses, wearing a sea faring shirt and long pants. She wears a bandana as well.

Lore:
"Pirates take whatever they want. That's why I did it. I was taught empathy, but I was also taught to do what it takes to succeed. It's better for others to lose than me. I take what I want. Many mastered the bow while I mastered the sword. Perhaps because they never see a female pirate, they seem to have no respect for me, which I don't tolerate. If anyone disrespects me, they lose a limb. I suppose this is why they call me the Cut Lass. It's silly name to me, but it keeps people afraid, and when they're afraid, they're a lot more likely to give you their stuff without a fight, so I've made it my own. Now, there's a war between the supposedly righteous and monsters. If forced to choose, I'll battle the monsters, but all I know is that there is a fortune to be made off these impending battles! So much treasure, so much reward. Who can resist?"

Abilities:

Cannon Blaster
Kurthifa summons a stationary cannon that you can control. The cannon has a 100% 300 AOE effect and a non homing attack. It takes several hits from a hero to destroy the cannon, and the area it attacks will be stunned on its first two attacks, then slowed by 75% movespeed for 2 seconds on all subsequent attacks. Cannon takes twice as many hits to destroy from creeps or towers. Damage type: Physical Siege. 900 Missile Speed.
Level 1 - Takes 3 hits to destroy. Deals 60 damage. BAT 2.1. Lasts 7 seconds. 550 range. 1 second stun. Grants a bounty of 60.
Level 2 - Takes 4 hits to destroy. Deals 70 damage. BAT 2. Lasts 7 seconds. 600 range. 1.15 second stun. Grants a bounty of 75.
Level 3 - Takes 5 hits to destroy. Deals 80 damage. BAT 1.9. Lasts 8 seconds. 650 range. 1.3 second stun. Grants a bounty of 90.
Level 4 - Takes 6 hits to destroy. Deals 90 damage. BAT 1.8. Lasts 8 seconds. 700 range. 1.45 second stun. Grants a bounty of 105.
Mana Cost: 70/80/90/100
CD: 25
Flavor Text: "Of all my years of robbing mages, the one spell from those books that stuck with me was the one that let me bring my trusty cannon out when I need it."
Notes: This is an ability for pushing, teamfighting, and even just ganks.


Cutlass Dance
Grants your next attack to deal bonus damage and slow movespeed by 80%. Lasts up to 10 seconds. Can be autocast, which will use it whenever it is off cooldown and you do not have the buff. Damage type: Physical.
Level 1 - 45 Bonus damage. Slows for 0.5 seconds.
Level 2 - 90 Bonus damage. Slows for 1 second.
Level 3 - 135 Bonus damage. Slows for 1.5 seconds.
Level 4 - 180 Bonus damage. Slows for 2 seconds.
Mana Cost: 60/65/70/75
CD: 8
Flavor Text: " A little preparation lets you strike just the right point on an opponent that makes them bleed out."
Notes: A strong offensive skill that gives Cutlass strong chase power.

Swashbuckler (Passive)
Whenever you attack, you have a chance to gain max attackspeed for 2 attacks (last up to 5 seconds). Passively grants movespeed as well. Swashbuckler cannot proc while it is active. If you wait for several seconds without attacking, your next attack will grant the buff.
Level 1 - 15 % chance. 5% movespeed bonus. Next attack will grant the buff if no attacks for 15 seconds.
Level 2 - 18 % chance. 8% movespeed bonus. Next attack will grant the buff if no attacks for 13 seconds.
Level 3 - 21 % chance. 11% movespeed bonus. Next attack will grant the buff if no attacks for 11 seconds.
Level 4 - 24 % chance. 14% movespeed bonus. Next attack will grant the buff if no attacks for 9 seconds.
Flavor Text: "The more you fight, the more you feel the flow. The more flow you have, you become fluid, one with your blade"
Notes: A powerful skill that boosts mid game damage, grants mobility, and is synergistic with her ultimate.

Plunder
Binds a unit in ropes, rooting it and stopping channeling spells. Kurthifa's attacks against the target will steal gold from that player each hit. Cutlass Dance attacks will steal 3x the gold per hit. Deals 50 physical damage. 500 cast range. If there is no gold to steal, Cutlass will not gain any. She cannot steal reliable gold. This skill has no projectile, so it cannot be dodged but the root can be purged, though the gold steal cannot.
Level 1 - Steals 16 gold a hit. Lasts 3.5 seconds.
Level 2 - Steals 24 gold a hit. Lasts 4 seconds.
Level 3- Steals 32 gold a hit. Lasts 4.5 seconds.
Mana Cost: 100/125/150
CD: 70
Flavor Text: "Sometimes, you just got to embrace your most basic instincts."
Agh Scepter Upgrade: Lowers cooldown to 12. Allies can steal gold from the target too (1/2 the amount). Can steal reliable gold.
Notes: The goal was to design a hero that could steal gold, like a pirate. A stronger ensnare where that would be done seemed like a fun way to do it.


Talents:
Level 10: A- +25 Movespeed, B- +150 HP
Level 15: A- +15 Agility, B- +15% Magic Resistance
Level 20: A- -40 Respawn Time, B- +4 Hits to Destroy Cannon Blaster
Level 25: A- +3 Second Plunder Duration, B- BAT Reduced to 1.4


Pros and Cons:
+Excellent at Pinning Down a Single Target
+High Movespeed that's boosted by Swashbuckler
+High Damage Output until Late in the Game
+Gets/Steals a lot of gold from ganking
+Strong Tower Pusher

-Easily Kited
-Snowball Reliant
-Lacks teamfight presence
-Loses much effectiveness later in the game, especially without items

I really like this hero. The Q is a little confusing to me, but otherwise is very good. The ulti is like a different version of track, but 6 seconds is SO long. Maybe nerf to just 4/4/4? Otherwise, this hero is awesome.

Hey thanks Unscathed. I thought 5-6 seconds would work because it is a bit stronger than the last level of Siren's Ensnare. I just thought that at low levels, you should be able to steal more than about 40 gold from the enemy hero. It has a lot of use to lock down heroes late game however, so maybe the numbers will need to be nerfed or rebalanced.

I've updated her first and third skills numbers, and I added an autocast function to Cutlass Dance.

The hero has been updated to include supplementary materials, including a voice sample of the character. Also, her relative power level in the Dota verse, her various interactions with other heroes, and her personality are now included.

it is still weak, imagine Windrunner shackle her to the cannon and focus fire, and cant target with any abilitys because of windrun

I don't know what to tell you, but your argument makes no sense.
Because this hero is not good against Windranger, they're weak? Is Windranger the standard for all heroes? Is Wraith King weak because he can't do anything to Windranger? Or Bounty Hunter for the same reason?

Most people, when they gank they have allies helping them. Cutlass uses her super ensnare, and her and her ally, probably with nukes will kill Wind since she can't escape due to the ensnare. The game is rarely played for 1v1 encounters.

Like, if you find the hero weak, you need to give me a better example than that.

Also, the cannon would be a ward, you can't shackle to it.

Nerf ult duration and increase the gold received per attack so it balances out. I don't really think that the cannon fits in with the rest of her kit (except plunder, which is quite obvious).

Good suggestions Wulf. I slightly reworked Plunder as I was not fully sure why I was not too satisfied with it, reducing its duration from 5/5.5/6 to 3.5/4.4.5, removing the track style gold increase, and doubling the gold stolen per attack.

Originally I wanted her to be pure ganker type hero, but I decided to include the cannon to make her distinctly different from Bounty Hunter and Slark, and allow her to snowball in terms of tower pushing instead of just being sneakier for killings. I also made Plunder the way it was just so it would work with cannon for ganking.
