Sometimes he can need the mitigation in a very harassing lane and OM is a very good hero to fight against trilanes. Situational item and sold after the laning phase is over, when he doesn't need it. Situational. Extremely cheap, ridiculously good effect and you can sell it without losing out on much.

Stats can be handy in specific situations. In a harder lane, those stats can be a real lifesaver.
