Main page has a big box that links you to sign in with steam, from there you can sign up for the beta.

Yeah I did click on that, but it just makes me go to the livesteam page. It makes me go to this http://dota2.com/tournaments/international/

Edit: Nvm, I found the link, I googled it and I got into it. Thanks for the help though! :)
