Even with full items, Cent is only going to return around 150 per hit MAX. It's balanced. before when it was a percentage of damage, it would really cause problems for agi carries, who could essentially kill themselves. Agi carries tend to have crit, and hit about 300 per attack - with lifesteal, so they should be ok.

The flip side is, int/support heroes could end up doing more damage to themselves by attack cent.
