Io I know this might be a bit biased, but he's my most played and he can take a carry and make them carry HARDER. However situational, Io can make any carry into an effective Spectre, able to split push and farm and still be available for fights with a global teleport. Also, dosent need many items to turn into a portable fountain and is THE BEST BABYSITTER. EVER. Can stack multiple camps at once and help take them as well with Spirits! Can save carries at 1 hp with Relocate. That's only a short list of possibilities on the hero with the lowest winrate in the game. I miss the beautiful stun from tether, I miss it so much...

Io isn't underated, he's just a bad pub hero. There's a really big difference between the two. Like, Io when played well, and with proper communication is terrifying (As people like NoTail show), it's just those two things lack a little in pubs. And since pubs make up the majority of these stats it shows.

Personally I think Kunkka is badly underrated. Like, sure he's RNG based in a fashion, but the hero actually has like all good abilities (Or at least none of them suck), and yet has gotten almost no competitive use for the entire time I've been playing DOTA. Which is sad.

Since you just can't have enough Chaos Breaker.

Io is the furthest thing from under-rated. He's just difficult to use so doesn't get much use.

I'd probably say Timber is one of the most underrated. Once he hits lvl 6 he can practically melt squishes, and Whirling Death's stat loss is immense versus strength heroes. If he snowballs into Bloodstone and gets a good amount of charges he's really hard to stop.

Agreed, Io and Batrider are top competetive picks for a reason, but terrible Pub picks because of the high Skill Cap/coordination required to make them work.

Visage is badly underrated. He can be countered, but if he's not he can just melt most non-STR heroes in a fight.

Lich gets pegged with the "beginner's hero" stigma - but I rarely see one that doesn't have an impact. Who cares if they call you simple when you're winning 66% of your games and contributing to the team in a consistent manner.

Pushers at my level are not respected - even though they normally can win you 3-4 towers ALONE by 30'.

Supportive junglers are also not respected, either - but that's just because they are rare. Exception here would be Enigma who is universally valued (and rightfully so).

Visage, Shadow Demon, Elder Titan, Dark Seer, Earth Spirit are one of the most underrated heroes in this game.I personally almost master Visage and Earth Spirit, and a lot of players have no idea how to counter them.

Going with Bane here.

Extremely underrated support. Unlike some think he's not just a setup hero for tryhard Mirana pickers who can't land arrows. He's also one of the best disablers in the game, and he actually fits almost every lineup. He can literally remove an enemy hero from a fight from 7 seconds with Nightmare, while disabling another for 5 seconds with Fiend's Grip, all while removing most of the damage from the enemy carry.

He owns meta heroes like Storm and Troll completely.

Just stop rushing Aghs on him and go blink->Euls->BKB or something along these lines. You'll see it's way more effective :)

There's a difference between "underrated" and "not used well in pubs/hard to play" - Io, Visage and ES fits the latter.

I'm gonna go out and say that I think the currently most underrated hero is the big and bad Bounty Hunter. He might not be very relevant in pro games any more because he doesn't fit typical drafts, but as far as pubs go he can still be great. Few other heroes are as versatile and can be played in all roles but one (pos. 1): A hard, harassing lane support; a roaming, warding, scouting 4; a ganking, support/Sniper-nuking 3; or a hard hitting, ez late game mega-farm position 2. The only thing he misses from being a great support is a stun, and as carry his strength gain is a bit low (although 3 agility gain!) but he makes it up by providing his team with heaps of gold. The only problem I find with him is to know what role to actually play. If your team needs a semi-carry but still calls out "bh no gangs fockin nob rport" at minute 10, you're gonna have a bad time, and you might see yourself landing somewhere between a roaming hard-support and a semi-carry, which doesn't often work well. Still, underrated hero.
