This build likely becomes less effective the higher your MMR is, but at lower ranks I've found it to be unbeatable.
If you're against a caster in mid I recommend levelling Silence earlier rather than later.
Once reaching level 6 you can either go for ganks or just push tower with Exorcism.
The level 25 talent is up to you. If the enemies are escaping even when you have siphon on them, then the haste talent is the better choice.
If you are being shutdown, the defensive talents are still viable.
