This build is for mid only. Buy support items if no one else will, it's worth spending the gold to keep runes warded and to have a courier.
You don't need to dominate mid to win with this build. I almost never go for a kill or a push on mid tower/lane by myself and instead only last hit in-lane. All kills should come from ganking the sides when getting runes.
Mana is the only limiting factor while ganking. If you have a full mana bar, ganks are easy as pie. Because of this, rune control and getting a bottle/boots are of the utmost importance. If you control the runes you will be able to gank more often.
After the first row of towers goes down ganks start becoming harder. If your carry isn't clearing the jungle, start stacking and clearing camps to rush your bloodstone.
Only three in Electric vortex because three is all that is needed to pull the target to the point of origin.
