Rylai's two nukes/disables make her a very powerful supporter and roamer in the early stages of the game. Her aura also extends this advantage to the rest of the team, allowing them to spam spells when they normaly couldn't. Only get Freezing Field early if you know what you are doing (it has a very high mana cost).
CM's skill build is very flexible. A basic rule of thumb is one level each of Nova/Bite and two of Aura by level 4. Also, you can max aura later if your allies aren't too mana dependent.
p.s ward do not go AgHs, BKB,Blink.
