Build Distinctions

If you are on mid and one of your allies will or has warded at least one rune, go for the second build, the Bottle will give you survivability, Lunar Blessing will give you last hitting power and your high speed, Lucent Beam and full night vision should make it nigh impossible for the enemy to take a rune from you. Otherwise, whether mid or side, use the first build.

Skills

Lucent Beam - This is your main nuke/disable, the stun is only 0.6 seconds, so you will mostly be using it to help allies catch up to an enemy or to simply nuke.

Moon Glaive - Not worth taking early on as it will push your lane away rather quickly, but once that is no longer an issue but a boon, this provides you amazing farming, pushing and teamfighting.

Lunar Blessing - A nice damage aura, very effective early on, and the full night vision is incredibly helpful as well.

Eclipse - Luna's ult, hits random targets with a number of Lucent Beams of the current level, but will only hit a single target 4 times. Most useful when no enemy creeps are around to eat the beams.

Luna

Luna is a good early game character, especially if given a solo lane, because with her increased damage and rather spammable nuke she can kill enemy heroes quite easily. She is rather squishy though, and she has the shortest attack range out of any ranged heroes, so beware of being harassed by long range heroes. On the other hand, her speed allows her to run up, land a hit, and back up without taking much, if any, damage. Her ultimate is similar to Juggernaut's in that it is most useful when no creeps are present. At level 1 all 4 beams from her ultimate can hit a single target, so if you can single out an enemy hero it will almost guarantee you an easy kill. Once it turns to night and you have 4 levels of Lucent Beam, it is a good idea to go gank a different lane. Few heroes can see as well as Luna in the night, and her nuke has a surprisingly large range, and once again her speed will allow you to catch up to most fleeing heroes, all giving her great ganking and roaming potential. Later on in the game, after laning is done, Moon Glaives allow Luna to push incredibly well, as well as making farm so much easier for her. With Manta Style and lifesteal, she becomes even more survivable and powerful, and 3 bouncing glaives hurt, and hurt a lot of enemies at the same time.
