I have created this guide to inform people about how I would build Lich. Bear in mind, I am quite new to the game, and so any tips on what I have done wrong will be accepted with gratitude.
The Null Talisman will give you the intelligence you need at the start of the game to be able to get more last hits. However, if you are supporting, more Tango's may be more useful if your carry is being harassed a lot and is lower on health.
Power Treads will be able to give you either tankability, attack speed, or mana regen and damage. The move speed buff is also very useful, as Lich is quite slow. The Oblivion Staff is very useful, as it gives you damage, mana regen, attack speed and intelligence in one item. This can be used to make an Echo Sabre, although I wouldn't recommend it as the dual strike only works for melee. The Vitality Booster will also boost your tank.
The Aghanim's Scepter is a vital component of Lich's build, as the upgrade to his ultimate is game-breaking, removing the bounce limit from Chain Frost. Yasha will be of use, as it increases the attack and move speed of Lich. The Mystic Staff will be useful, increasing your spell amp and right-click damage. The Aether Lens will also increase your spell amp.
Boots of Travel will alllow you to TP to units, and increase your move speed quite a lot. The soul Booster will increase your tank and mana, so you will be able to really spam Frost Blast. Dragon Lance will increase your range, along with your tank. The Hyperstone gives a very noticeable attack speed bonus, which will allow you to deal a reasonable amount of right-click damage.
Diffusal Blade can be very useful if your opponent has good buffs, like Vampiric Aura on Wraith King. BKB can be very useful if your opponent has a high amount of magic nukes.
