IMO generally you need blood stone before anything else, your going to be focused so blade mail helps with that, and heart makes you more survivable late game so it is a very good item for him as he relies on staying alive longer. As for scepter I am not really sure how useful it will be THAT LATE in the game (if the game is still somehow going) and i don't really like the cost for what it gives you but undying does use his ult for every single engagement so i guess it could be a good item if you are swimming in money but i don't think its worth stalling any of the other items for it.

I personally find Scepter doesn't make enough actual difference for the amount of gold it costs.

Consider adding Aghanim's Scepter? Since it makes your ultimate more effective and useful.
