Meepo is an agility carry who is best used as a nuker, initiator and even jungler. Getting extra experience is going to give you a constant level advantage, this is why meepo is often the one to reach level 25 first.
With meepo, It's optimal to finish the game at 35-45 mins. After that, **** often gets tough
Ok, so you are off/safelaning and following my build. Let me explain some reasonings for my more "controversial" choices. First of all, something most seasoned meepo players will ask: Why the hell would you pick phase boots you ****ing moron? And here's my answer: phase boots give each meepo +24 dmg, with 3 meepos, thats 72 more damage per second for the poor bastard who came on your way. And second of all, by going through all the meepos and using phase, you can roll over players like a tank and let your passive do the rest.
Second question: why max 3rd ability before earth bind? This has two reasons: first of all, the 3rd ability was buffed a little bit in 6.88 and second of all, why would you need more than 500 range if you are going to have blink dagger at 15-25 mins? Thats right, you don't.
After blink dagger, you should start going to start rushing Aghanims scepter. You do this by ganking lone pushers and jungling (you jungle, to keep the enemies on their toes.(trust me, in pubs, the enemys wont have wards anyways.))after you have all the items on this guide, go for the win before the enemies become unkillable.
