I take Power Treads over Phase Boots because that +8 intelligence gives both damage and mana. the +30 attack speed helps a bit with that godawful attack animation.
There's no earthy way of knowing which direction we are going. There's no knowing where we're rowing, or which way the river's flowing. Is it raining, is it snowing? Is a hurricane a-blowing? Not a speck of light is showing, so the danger must be growing. Are the fires of Hell a-glowing? Is the grisly Reaper mowing?! YES! The danger must be growing! For the rowers keep on rowing! And there's certainly not showing ANY SIGNS THAT THEY ARE SLOWING!

Don't do it!!! The attack speed thing will go away with time, and last hitting is much easier with +24 damage. Meanwhile, you're losing that +16% ms boost on top of your 24% ms boost from your passive, and a massive amount of physical DPS from your amazing attack speed once buffed up.

This is one of those rare occasions in DOTA where I can say with confidence that it's NEVER right to build Treads on her.

Treads can save your life and give you mana. I prefer them on her as well, they work just fine.

And her lh animation is not a problem when you have long-range Dragon Slave to lh, and with a stack of passive you can just kill the next creep with 2 rapid auto-attacks or harass your opponent(really, what sense in denying if you get severely punished for getting close to a creepwave? If you are melee, it's even worse).

Lets look at an example - level 6 Lina with 1 point in Fiery Soul, Treads vs Phase:

Movespeed - say we cast 2 spells, that's 295+50 ms, + 2 x (5%) bonus = 380 ms (Treads)

295+50 + 2 x (5%) bonus + 16% = 440 ms (Phase)

Or 60 more MS - that's pretty hefty.

Lets take that to full Fiery Soul

295+50 ms, + 3 x (8%) bonus = 428 ms (Treads)
295+50 + 3 x (8%) bonus + 16% = 496 ms (Phase)

= 68 more ms

I'd take that ms over 8 x 19 = 152 hp any day!

Mana wise, treads give you +8 damage, +104 mana, +0.52 regen.

In terms of AS/Damage - Phase gives you 3 times more damage per hit (straight like for like) - which is a pretty big deal when you're getting 255 bonus AS. When you have lots of attack speed, it's really important to stack more damage on top of it - simply stacking more AS has a much smaller effect.

As you scale up with more equipment/levels, your mana problems rapidly disappear, and you get more HP. It's very expensive to go back at this point and replace your boots with something more appropriate.

PLEASE, next time you guys play semi-carry Lina, try Phase Boots!

Ok, I gotta admit that've I only chosen Treads because of switching. When you got used to it, it's like a drug, you want to switch, switch, switch, you feel so pro... Gotta play more Luna for the case, if only I could learn Dominator stacking.
