I've personally seen soul ring jug since soul ring was added. I mean, it wasn't common, and still isn't, but I don't think he was the sole originator. A quick google for soul ring juggernaut returns results much older than his build. Armlet may be new though, but really Armlet should be built on pretty much anyone who has HP issues and a means of getting HP back.

It is a great build though.
Feel free to check out my guides for Spectre, Dragon Knight, Siren, Medusa, Sniper, Disruptor, or Void. They're pretty cool.
