Lore

There were once 7 lords. 6 of the lords were bent on killing each other. They hated each other and would consonantly fight. War was ever present, people learned that to survive, one must be ruthless. The people of the land grew ever more cruel. They would fight between themselves just like the kingdoms. The Seventh Lord, however, was peaceful. He would not invade other kingdoms, but would give information, and supply to all the kingdoms. Each kingdom thought that the Seventh Lord was working with them, but in reality, the Seventh Lord was gathering data. Soon, The Seventh Lord found a time were all the Lords were busy fighting, thus, allowing him to send his Assassin; Sairento. Only the Seventh Lord knew about Sairento, for whenever he moved, no noise ever came. He was silent, and was able to kill without a making the slightest echo. Soon, the 6 Lords were dead, and The Seventh Lord took over, but it also ended in blood and a rolling head. No one knows who killed the Seventh Lord, but the death was silent. No scream, no rush of air, no blood splattering gush. Death moves swiftly, and he moves silently.

Speed of Silence

Passive

Sairento gains added movespeed, and evasion when he is silenced. If Sairento is Silenced and is under 15% of his health, he loses the evasion, but will now move at 522+78 movespeed.

Speed Bonus: 10%/15%/20%/25%
Evasion Bonus: 30%/40%/50%/60%

Horror movies are stupid. Screaming and running only makes you move slower.

Silence on Command

Active
Target Unit (Friendly, self or Enemy)
Pierces Magic Immunity: No

Sairento can cause allies, or enemies to be silenced. If you, or an ally is silenced, they gain added health regeneration, mana regeneration, and deal added damage. Enemies that are silenced have a longer duration, but do not gain the Health/Mana regen.

Health Regeneration: 5/10/15/20
Mana Regeneration: 200%/250%/300%/350%
Damage Bonus: 25/35/45/55
Duration on allies: 5 seconds
Duration on Self: 7 seconds
Duration on Enemies: 7 seconds

Shush!

Mana: 90 CD: 10 seconds

Silencing Blade

Passive

Sairento has a chance to deal extra damage, and silence his opponents. If Sairento successfully silences an enemy, the passive goes on cooldown for a a short duration.

Extra Damage: 45/65/85/110
Chance to Silence: 27%/24%/31%/38%
Silence Duration: 0.75/1/1.25/1.5 seconds
CD: 0.8/1.1/1.25/1.4 seconds

Shhhhhh...it's okay. And now your dead.

Silent Death

Unit Target (Enemies)
Pierces Magic Immunity: Yes

Sairento silences an enemy, causing it to take increased physical damage, and purges evasion, movespeed bonuses, spell evasion, damage block, or any other kind of damage negating passive (item passives are purged, but not their actives).

Incoming Physical Damage Increase: 300%/350%/400%
Silence Duration: 2.5/3/3.5 seconds

Mana Cost: 150 CD: 80/70/60

Silent, but deadly.

Aghanim's Scepter Upgrade

Silent Death

Cooldown is reduced to 70/60/50 seconds.
The debuff from the ability cannot be purged.
If Sairento successfully kills someone with the Silent Death debuff, the cooldown is reduced to 15 seconds.
Before you ask why, think for a moment, why not.

You said damage in the ally 'silence in command' effect. typo.

also no chances on the silencing blade. the bonus damage is little too. just see bash has a 100 bonus damage on proc.

otherwise, solid concept overall
