sorry for bringing up the post again but would it not be better to give the item charges for the use of the active effect and with each decrease in charge the passive get decreased as well by about 1% each time (not much of a difference but if the item has 5 charges it would effect it quiet a lot). so kind of like a BKB debuff but you can buy the recipe again to get it all back.
