Lots of heroes can gank effectively. Obviously, some are better than others. You'll almost never see a Sniper go for a gank, since he has no reliable stun/slow. That's not to say he should never gank, just that there are better alternatives.

A good rule of thumb is anyone with high mobility, such as Faceless Void, Anti-Mage, Queen of Pain (Pretty much any blink or blink-esque spell). If you have none of those, then some kind of stun/slow is your next best bet (Jakiro, Lina, or even Kunkka can fit this).

Your goal is to surprise the enemy, and leave them with only two options:

1) Try to fight their way out
2) Take the easy way out

Forcing them between a rock, a hard place, and a scary stun/nuke is the best way to accomplish this.
