A couple of questions

Kunkka's tidebringer, does it splash the extra quelling blade damage when you hit a creep or is the damage only applied to the creep you hit.

Rubick's spell steal, what happens if you use it on someone who hasn't used/ doesn't have an active ability. E.g. if it was used on a level 5 sniper who had been focusing on headshot and take aim?

Kunkka using Quelling Blade used to be invalid in dota 1. Now it is, but the bonus 32% seems to only apply to the initial target.

As for Spell Steal, it can't steal passives.
