No idea, could be a bug. They don't quite restore to max hp so I can only presume it wasn't cheese. Dota is a game of quite a few bugs and glitches, it's either this or they have cheats of some sort which is very rare to encounter.

No, if you go into lobby, you can turn cheats on.

I've noticed this before as well, and on more than one occasion. It's very similar to Bloodseeker's thirst or a cheese activating, and I've never figured it out. I've only seen it since 6.81, though, and it's always been on other heroes, not myself.

It might just be a visual bug. I've seen it happen too, then the person died after like 15 seconds after escaping. It was stupid.
