TLDR: Same thing as -110 Attack Speed.
Basically every unit has a Base Attack Time(BAT) and each item increases Attack Speed by a % of it. EX gloves of haste gives 15 AS, so it gives 15% of BAT.
Enchantress' untouchable would basically do the same.
