Really, it also changes based on who you are against in mid. Mostly, I used QE but I'll often go QW against mana-dependant heroes like Zeus or Pudge. There are a couple advantages and disadvantages to each.
QE has great pushing power, high damage so it's easy to last hit, the glorious Suntrike and a ganking spell in Ice Wall. Also it is brutal for harassing. However, you are slow and vulnerable.
QW has counterinitiation, mana burn, an escape really early on, and is a more supporty role. However, it has little damage comparatively, and you will often find yourself wishing for a Sunstrike or for your Forge Spirits.
There are two kinds of people in the world; those who can count, and those who can't.
Counter initiation is mostly due to the fact that Tornado- EMP is freaking OP(480 from the [{Tornado]]+600 from the EMP out of which 400 is PURE), and that invoker has 0 CAST TIME.This means that invoker can cast as fast as you can.
The timing changes as the lift time of tornado changes from 0.8 secs to a whopping 2.5 secs. The charge time of EMP is constant at 2.6 secs which makes this combo a bit hard to land (needs prediction and accuracy).
