No, I don't think hex does it:

"Hex applies multiple disables on the target, Silence, Mute and Disarm, rendering it unable to attack, cast spells and use active item abilities. Since it applies a regular silence, toggled abilities are not turned off and already ongoing spells are not stopped, except for channeling spells. It also does not dispel any status effect.

However, it does not apply Break, thus all its passive abilities still work. It neither affects the target's armor, nor its magic resistance or any other passive effects it currently has."

Nope. Hex was nerfed in this patch and no longer disables anything. It's a pseudo-stun, that's it.

Break doesn't disable evasion either. It disables heroes' passive skills. It does NOT disable passive skills from items. This means that Blur will be disabled but Butterfly will not.

List down all items or abilities currently available in the game that disable ITEM passives.

Btw I have a question for a long time now, and I couldn't find it on Dota wiki: if you cast Solar Crest on someone with a Monkey King Bar, do they miss or not?

I'm quite positive that they don't, considering the text on mkb stating that "prevents attack from missing"

Also about the things that disable item passives, that's Mute, right?

I don't think that's mute, mute if for items actives:

"As a counterpart to silence, a Mute disables the affected unit's active items in the same fashion as Silence disables active abilities. As with Silence, it does not affect passives at all."
