Says something about cloud files, I cant adjust builds or create them or anything. Please help!

I thought you meant in game and this was a very shallow boast about how good you were. If that were the case i could certainly help!

It's a common dota 2 bug, I'm not completely sure it can be fixed, tbh all I can suggest is re-installing.

Although considering guides are not all that important I wouldn't worry to much about it

They may not be important, but they are very convinient for sure, at least to free you from lurking for some particular item in the shop which is frustrating. I have this probllem too, I can't edit my builds, but the old ones are still here.
