First of all, it doesn't do anything to yourself, meaning that while everyone is slowed and stunned you can move about freely. Second of all, you will notice that it slows allies less than it slows enemies, meaning that allies will still have the upper hand in a teamfight. It's mostly all about who has the advantage, and with this ulti, you have the greatest advantage since you aren't hindered (and can basically spam right-click or "Wartime Measures" to possibly get a hero kill), and your allies have an advantage as well since they'll still move faster. The aim of this skill is to put you on top in terms of freedom of mobility. It can be used as an escape for you or you're allies or as an initiator for a teamfight, giving your team that extra advantage going in.

Again with the stun. it doesn't affect yourself, giving you one second to do as you wish with no one to say otherwise. As with the slow, you can spam right-click or "Wartime Measures." Another situation where this is useful is this; In the event that an enemy has really low health, use your ulti to stun everyone, and kill the enemy hero with no chance of a killsteal.

Good point, but I still think a speed boost for ur allies and a global stun for ur enemies would work just as well.

Brother please have some mercy, Q is a ravage without the damage with a mix of Global Silence on a mind boggling 600 radius area meaning you can stun an enemy from as far as 600 + 950 = 1550 range which IS ridiculous. Death to blinkers.

I disagree. The spell was made to help you first and your allies second, his only spell that works this way. With the way I did it, you are helping your allies, but you're helping yourself more (which is exactly what I hoped to achieve). The way you propose to do it puts you and your allies on equal footing, which is not what I hoped to achieve. What I see in this spell is that for 7 seconds, you are the most effective character in the game.

Ravage has a much greater radius, as well as the fact that it can only be cast in a circle around you. If you like, I will reduce the range of "Lock and Key" to 550, but the radius will stay the same.

Okay, i'll do this:
Most of the controversy seems to be around the ulti, so, based on his other abilities, what should his ulti be? I will take any ideas and use the one I like most. If i don't like any of them it stays as is.

No offence, but SUPPORTS DON'T PUT THEMSELVES OVER THEIR TEAMMATES. You say this ulti is to make this guy the best player for 7 seconds, but he's a hard support! On a carry, I would love an ulti like that. But...But...Supports! That one second global stun *if mistimed* could interrupt an ally's combo and potentially lose the teamfight, which is why I kinda prefer my idea.

In all honesty, I love this hero and the thought that's gone into him, I just can't stick the ultimate. Sorry if I come across as rude here, but it just doesn't make sense to me.

I definitely see your point. I made a post while you were typing, I think. Read the post above yours and get back to me on that.

I think Wartime Measures is a bit confusing. You're a support, with relatively low HP, and your Auto-attacks cost more life than burning spears?

hm... How about this. Bear with me, I'm doing the ability layout in my own style here

R: Mercurial thrust (click ground, line)

The Pactum Guardian charges his spear with sunlight,
and thrusts forward with it, damaging and stunning all enemy
units in a line in front of him

Damage: 420/540/660
Stun duration: 1
Range: 700/800/900
Cooldown: 90/70/50
Mana cost: 300/200/100

"I am the Pactum. I protect myself against all foes."

EDIT: 660 damage and 2 second stun in a line? Yeeaaaah that's been tweaked.
