Strength: 15 + 1.7
Agility: 12 + 4.5
Intelligence: 24 + 2.0

Lore:
The son of a world class dancer, Inigo always aspired to be like his mother. However, he was a ladies' man and did not want to be shunned for his affiliation with ballet. He practiced in the shadows and during the dead of night. On one of these nights, his mother saw his incredible grace and stylish personality. Proud, Inigo's mother took on her son as an apprentice and trained him, albeit in secret.

One night, Inigo's life all changed. It was four years after his mother had first noticed him, and tonight was to be his very first performance. Everything was going accord to plans, it seemed that nothing could go wrong. He was wrong. In the middle of the performance, the spotlight shining on him, he performed one move that had always tricked him during practice. He landed incorrectly and fell to the ground in pain. The crowd gasped and Inigo's mother rushed up to the stage. Looking up at his mother as she was running towards him, Inigo yelled. It was too late. An assassin had stabbed his mother through the chest. Ever since that night, Inigo vowed to learned how to defend himself and everyone who he dearly loved.

Allegro is cool, it's kind of based off Strafe which is nice, and it's pretty good for what it's supposed to do. I think it could last longer, though, maybe scale like 5/6/7/8 instead of the decimals.

I don't understand the point of Assemble, unless it's just supposed to let him get over terrain and such? If he just moves at his normal speed, I don't feel like he's really "leaping" anywhere.

Soutenu is fine, and very flavorful. I am curious as to what the skill might look like if its damage scaled based on his Agi, kind of like Arcane Bolt.

Ballon is just... wow. A global halving of enemy Agi is amazing, and him gaining more Agi on top is just icing on the cake, but I don't feel like it lasts long enough to justify a 180 second cooldown. I think you could increase it to 3/4/5 duration or decrease the cooldown to 150. My logic behind this is that while having it be global and hit every hero is great, the agi-halving really only matters for the enemies' carries. So it's basically going to be ~50 reduction midgame on one or two carries, and ~100 lategame (varies from hero to hero), which is 50 or 100 attack speed and 50 or 100 damage for 3-5 seconds. It's not even a hard disable, which is why I feel like you could get away with buffing it a bit.

Overall, I'm not sure what role you are intending for this hero to play, as he's got an assortment of different skills that don't synergize extremely well, but each could be useful to a different role depending on how you skill it.

I agree with the above commenter. What role is this hero actually supposed to play? I assume because of his ulti that you want him to become a carry, but he seems to also work as...Well nothing else really, so I assume a carry.

Also (and I know this gripe is tiny) the backstory. Um... Random ballet performance gets mother assassinated. Learns to become a...ballet warrior? Why was the assassin aiming for his mother and WHY does the child ballet artist get the power to globally affect enemy heroes like that. I mean, you describe him as human, so he can't be part of a species with natural fighting power...

Other than that, I like the idea around the hero's moves, just not really the hero himself and what you provided for him :).
