Lore:
Again in her balcony she extends her telescope, thus extending her view of the cosmos. Mapping out constellations, recording cosmic phenomena, these are the things that Asterix does nightly. She believed that by observing the changes in asterisms in a long period of time, she can have a glimpse into future events. However, her apparent foresight was belittled by others, regarding her work as "mere superstition", but she believed that stars are sentient entities and, somehow, if she kept on communicating with them, they would one day reciprocate.
One night, as she was reaching out to the heavenly realm, an odd thing happened: she could feel it in her mind, the intrusion of another being. But the trespasser was warm and gentle, holding no evil intentions. The sensation she had brought her to another land, where the stars ruled and brought light and radiant heat to the universe. As she drifted in the endless expanses of her dreamscape, she caught sight of her own planet, lush, green and beautiful. As she marveled at the sight of the planet, the sun grew exponentially in size, bigger than any mortal could imagine, engulfing the planet and leaving nothing in its wake. From this she awoke, as if from a nightmare. This was not a mere lucid dream, she thought (for she never slept on the job), but a vision, granted to her by the stars. That night, she sought the stars for guidance once more, and they gave her their blessings.
Keen to spare her world from the rampage of a rogue star but faced with no other options, she entered the battlefield as a warrior, but her main motive was to passively harness the Ancients' limitless powers. Slowly but surely, she would have accumulated enough of the abundant Radiant and Dire energy to protect the planet from its fate. How long will it take? Only time will tell.

Q: Cosmic Brilliance
Type: Target-Unit
Affects: Allies and Enemies
Damage: Magical
Applies a buff to a unit that makes it deal damage over time to nearby enemies. If it is an ally, it also has its movement speed increased.
- 700 cast range
- 450 damage radius
- 15/26/37/48 damage per second
- 11/13/15/17% movement speed increase
- 4/4/5/5 second duration
- 60 mana cost
- 11/9/7/5 second cooldown

Those bestowed with the power of stars also share their burdens.

Notes:

W: Starlight
Type: Target-Point
Affects: Allies
An ambient light illuminates a large area, restoring the health of allies within it.
- 700/800/900/1000 cast range
- 750 heal radius
- 15/30/45/60 health per second
- 4/5/6/7 second duration
- 90/100/110/120 mana cost
- 15 second cooldown

The Stars are keen to assist those who are aligned with their cause.

Notes:

E: Void Chill
Type: Target-Unit
Affects: Enemies
Removes the heat from enemies in the target area, slowing them. If the targets are affected by Cosmic Brilliance or Solar Flare, they are also stunned as long as the damage over time is maintained.*
- 700 cast range
- 250 cast radius
- 20% slow for 5 seconds
- 0.5/1/1.5/2 second stun
- 80 mana cost
- 12 second cooldown

Enemies feel the frigid coldness of space encroaching the heat of their bodies, but those who stray to warmth will feel the ice's true wrath.

Notes:

R: Solar Apocalypse
Type: No Target
Affects: Allies and Enemies
Damage: Magical
The Cosmic Seer predicts a coming solar flare, signaling to her teammates that it is imminent. After the duration or when the skill is activated again, the entire map is bathed in deadly solar radiation, dealing heavy damage over time to both allies and enemies alike. Units standing within Starlight radius or holding the debuff from Cosmic Brilliance are spared the damage. Allied heroes take half damage.
- 6/8/10 second warning duration
- Global radius
- 50/70/90 damage per second
- 6 second duration
- 125/175/225 mana cost
- 80/70/60 second cooldown

ASU:
- No longer damages allies

Solar storms on the battlefield only foreshadow a greater apocalyptic event.

Notes:

When last hitting
"A... Constellation prize."

When getting a kill
"The stars delight in your death!"

When meeting Night Stalker
"Look up in the sky, Nightstalker - what do you see?"

When meeting Phoenix
"A star among us!"
"Phoenix, the stars foretold your coming."
"Your glory precedes you, Phoenix."

When killing Phoenix
"Having kinship with stars does not make you any special."
"A disgrace to all heavenly bodies."

When dying to Luna
"What a... beautiful... Display..."

Behold: the Cosmic Seer! She excels in turtling and pushing, and she can damage enemies and buff allies with Cosmic Brilliance, while healing all her allies in the huge radius of Starlight. When a teamfight is imminent, she can also use her ultimate to cripple enemies with the huge damage while allies stand in Starlight for protection. Void Chill is also extremely useful in all situations, heavily disrupting enemies and letting her allies move in closer for the kill. Overall a dedicated support, but has to be played in tandem with a support or a team with more disables, otherwise her usefulness is compromised.

Thanks for reading, please leave feedback :)

Wow! A very interesting ultimate, never seen anything like it before. Seems like a well balanced hero with some support spells and damage spells too. Love the backstory too, very cool. And I feel the spells fit in well with the story. Nice work all round. Just a question though. Do enemies get spared from solar apocalypse if they are affected by cosmic brilliance, or is it only applicable to allies?

Thanks, appreciate your reading this :D

To your question, yes, if the target of the Cosmic Brilliance debuff is an enemy, it will be immune to Solar Apocalypse. But sometimes you'd want that, as heroes like Abaddon will simply heal from your ultimate.

Yeah, after looking at all your heroes, Pory (yes I did that), this one's gotta be one of my favourites.
