i have heard people saying that dark seer is the "best jungler" and stuff but i don't understand, what technique is used to jungle.help appreciated

Might be because Dark Seer can clear creep stacks extremely efficiently with Ion Shell without taking damage.

There is also the Vacuum creep stacking that can be done on the radiant side of the map. Just Vacuum the creeps on the cliff most commonly used by cliff-jungling Nature's Prophets. When enough creeps are accumulated, just put an ion shell on one of them and let the gold flow.

Get a Stout Shield, stack the hard creep camps, then drop an Ion Shell on the weakest creep there. Use it on yourself and tank up between stacks. Rinse and repeat. Tbh though, I really don't like Jungling Dark Seer. He has great early laning presence and is wasted in the jungle, so only do it if you absolutely have to, and don't stay in there farming too long either.

You can sometimes pop briefly into the enemy jungle for a bit if you've got a farming lane partner, and/or the enemy lane is making it difficult to get anything.

Dark seer used to be a great jungler and he is still good at it, becouse he damages all the creeps at the same time with ion shell, but since 6.79 the jungle gives less XP and gold then in 6.78, so it is less worth it to just abandon the offlane and jungle.

In competetive they used to pick dark seer and batrider as an offlaner. Briefly try to get something out of the offlane, maybe annoy the carry a bit, then go to the jungle and farm away. It got to a point where players didnt even try anymore and just go to the jungle. Batrider could EASILY get a 9 minute blink dagger. In 6.79 icefrog nerfed the jungle gold and XP, this especially hurt dark seer and batrider, since they needs tons of levels and blink respectively. while making the offlane easyer since the starting creep equilibrium is closer to the offlane tower.

You can still jungle dark seer but usually it is better since you will annoy the enemy carry a lot with ion shell, and get a lot more farm and XP.

I'd say Enigma, since he still gets Gold and Exp from converting Neutral Creeps, or he can Deny Creeps to help Safe/Mid Lane. He can also Push Towers as effectively as the other 2 and even if he's not as strong at Ganking, he's still got Black Hole for Teamfights.

If we're talking only jungling speed and efficiency here, Enigma would be #1 (unless the Chen stacks a camp well and grabs a wildkin early, difficult to do at the same time) but I would still say Chen because of his overall flexibility and item independence.
