Tranquil boots are used for

A.) Faster Ganking

B.) Jungling, or solo lane creeping when enemies aren't around(healing not interrupted from creeps)

C.) Initiating with phase

D.) Staying Alive

(Take 3 instances of damage while closing the gap with phase, tranqs break, can still phase out of the battle with decent ms)

The initiation speed is what is valuable...
