Okay so this problem started with me rebooting my computer and seeing that steam was still running. I tried to open Dota 2 and it said I couldn't connect. When I pressed try again it crashed. I opened task manager and I closed steams processes and I still couldn't exit steam. I have rebooted my computer several times but nothing works. I have another thread on steams website. Any and all help regarding this problem would be appreciated. The only reason I decided to post here as well is because the Dota Fire Community has been very nice and helpful.

Update: I am able to exit steam but I still cant connect.
