Other than just PM'ing a certain admin, we should have a place only viewable by admins that anyone can just submit a report or any issues to the heads of the site. That way no one admin is responsible for addressing the issue and all admins can view the problem and choose a course of action. Thoughts?

There is a report system. There are report links scattered around the site. The system is still being ported over to DOTAFire but once it's all there, that is exactly what you are looking for :) Reports you submit will show up for all admins and mods.
