i heard that excisting dota 2 players get 2 invites to give to there friends i checked my steam and didnt find them. please help

i wanted to invite a good friend of mine so we can play and learn together but i also never got any invites. I'm from Croatia btw. (that's in Europe :) )
but then again i'm new, i wouldn't give myself an invite either :)
